Check - Whether the Credited Arrears by Your Bank, Correct or Not ?



Recently one of the Public Sector Bank has credited the 11th BPS Salary Arrears to their employees, which was later found incorrect. Many of the employees received the arrears less than Rs 500/- and few in paisa.


Further, the salary arrears credited higher to lower level staff than employees with higher scale. A clerk of two years service got the higher arrears than his Branch Manager (Scale II). All these miscalculation were done while making the arrears payment.

How to Verify the Correct Arrears Payment ?

1. Add your Salary Payment Year Wise


2. Add your Enhanced salary payment year wise


3. Find the Difference


4. Minus Ad-hoc payment if any for year 2019-20


5. Similarly add the tax details paid year wise


6. Calculate tax on enhanced salary year wise (Minus PF/NPS investment)

What is Performance-Linked Incentive?

For the first time, the Performance-Linked Incentive (PLI) is being introduced in 11 public sector banks under the 11th bipartite agreement to encourage bank employees perform better in this competitive scenario. The Incentive will be based on the operating profit or net profit of individual bank.

The PLI is paid to employees on the basis of annual performance of bank and percentage increase in year-on-year profits of a firm or bank. It is payable to all employees in addition to the salary as an annual increment. For private banks and foreign banks, it will be optional to provide this incentive to employees.

How to calculate Performance-Linked Incentive (PLI)?

Have a look at the situations under which the PLI will be calculated:

What is PLI Calculation Formula?

Have a look at how PLI will be calculated:

For example, the Establishment expenses of XYZ bank  on March 31, 2019 is Rs 100 with 50 employees:

Establishment Expense: Rs 100

Establishment Expense for 10 Days : 100/365 * 10 = 2.73

Increment for 50 employees: 2.73 / 50 =  0.0546

Gross Salary with PLI (Annual Increment): Rs 100 + (Rs 100 X 0.0546) - Rs 105.46 - (If Gross salary is Rs 100)

Other Allowances & Perks under 11th Bipartite Agreement

The 11th Bipartite Agreement has introduced some other allowances and perks for the bank employees. These are:

NPS & DA: Banking sector will increase its contribution to the National Pension Scheme (NPS) to 14% of the salary and Dearness Allowance (DA) from 10%. However, this is subject to the government approval.

Leave encashment: Under the 11th Bipartite Agreement, bank employees will be allowed to encash maximum 5 paid leaves in a year during a festival of their own choice. However, employees who are above 55 years can encash up to 7 paid leaves. Earlier, employees were able to encash leaves only at the time of retirement.

IBA Confirms AIBEA - 11th BPS Arrears Payment Will Be Made in Dec 2020

 IBA has confirmed to AIBEA that the permission for making payment of arrears along with revised salary as per 11th Bipartite Wage Settlement was pending with Government and almost finalized.

The promise for making the revised salary payment was made in meeting between IBA and AIBEA on 10th Dec 2020.

What is a Salary of Clerk & Sub-Staff after 11th BPS?


Salary in Banking Industry is governed by the Bipartite Settlement which is signed between Bank Employee’s/Officer’s Trade Union and Indian Bank’s Association. Here Trade Unions represent the Employees/Officer’s trade Union/Association and Indian Bank’s Association represents the Bank Management and Government.


Bank Salary is subject to revision after every 5th year. Present salary structure in Banking Industry is governed by the 11th Bipartite Settlement which was signed on 11.11.2020 effective from 01.11.2017

(3) Special Allowance:

Special Allowance which is calculated at 16.40% of basic pay per month. DA is also payable on Special Allowance. Example- Basic-Rs.10000, DA-50% (say). Then Special allowance will be 16.40% of Rs.10000 i.e.  Rs.1640 and DA on Special Allowance will be 50% of Rs.1640 i.e. Rs.820. Special Allowance is not eligible for any retirement benefits.

 

(4) Special Pay:

Special pay is different from Special Allowance and paid to Clerk & Sub Staff. The rate of Special Pay is different for different role. It is fixed as given below:

·                     Travel by train upto entitled distance, or

·                     There will no need to take any leave while encashing LFC.

·                     While encashing LFC, Privilege Leave also can be encashed.

·                     One more option will be available to choose between 4 year block and 2 year block.

·                     Employees can travel by steamer while  on LFC and for clerks entitled class would be Class Cabin and for sub-staff II class cabin

·                     Employees can travel by Own Car, Shatabdi & Rajdhani trains subject to maximum permission limit.

(11) Compensation on Transfer

An employee on transfer from one station to another can transport his/her personal goods upto the following stipulated weights by rail or road by an IBA approved Transport Operator:
